Two Additional NFL Rules Proposals Submitted For Consideration

In a previous article we talked about the rules proposals that NFL teams would like to adjust. And it is up to the NFL owners to discuss the requested changes and make some decisions. There were eight proposals previously submitted. And now two additional NFL rules proposals have been submitted for consideration. One of the most discussed proposals is the elimination of the Tush Push or Brotherly Shove. Another big one is the change to the overtime rule wherein during the regular season both teams will have an opportunity to possess the ball.

One of the additional proposals involves the dynamic kickoff format which debuted last season. The purpose of the dynamic kickoff was to improve player safety and make that element of the game more exciting. Oftentimes kickoffs would just send the ball sailing into the endzone with no chance of a return. But with a few tweaks like aligning players on both teams closer together and restricting movement to reduce space and speed that changed. Thus increasing the number of returns.

Well apparently the NFL’s Competition Committee feels the objectives were achieved and now they want to make the dynamic kickoff permanent. They submitted their proposal today for review. A breakdown of the proposal was provided by NFL.com. They explained that:

The proposal includes a change to touchbacks. Moving the ball spot from the 30-yard line to the 35-yard line on kicks sent into the end zone. Further incentivizing kicking teams to send the ball into the landing zone. Instead of the end zone and thus, producing more returns. The proposal would also eliminate the fourth-quarter requirement while preserving the condition they must be trailing in order to declare an onside kick. Finally, the proposal also includes changes to alignment requirements for both kicking and receiving teams.

The other additional proposal is regarding replay officials playing a bigger role in officiating the games accurately. Again NFL.com provides a detailed explanation:

The competition committee proposed expanding replay officials’ ability to advise on-field officials “on specific, objective aspects of a play and/or address game administration issues when clear and obvious video evidence is present,” effectively empowering those with video at their disposal to help on-field officials make correct calls in a timely manner. If the proposal passes a flag can be picked up if “clear and obvious video evidence exists” in the following: defenseless player, facemask, horse collar, tripping and roughing/running into kicker.

I’m not sure if every fan is excited about the dynamic kickoff becoming a permanent feature. But surely every fan can get behind helping the games to be officiated correctly. Either way, decisions will be made at the upcoming Annual League Meeting, which is scheduled for March 30 through April 1.
